Close, but recurring tasks deficient for business

I’ve searched a lot for a good task manager and haven’t found a good one yet. Todo Cloud is one of the better ones, but like all others I’ve evaluated its recurring tasks are deficient in critical ways for business users where tasks must be completed on a working day. For example, scheduling an item like monthly payroll that must be completed on the last weekday of the month (or better yet, the last business day of the month) is not possible. Also, the iOS client has different recurring options than the web client, so some recurring tasks created on iOS do not show correctly on the web. That fact that Todo Cloud is one of the better task managers but I’ve only given it 2 stars is a reflection of how weak the field is. I find it extremely frustrating that in 2014 no one has hit the mark.
